Pradhan Mantri Matsya Sampada Yojana: 17 Fisheries Clusters to Enhance National Aquaculture

The Department of Fisheries, Government of India, has launched 17 Fisheries Production and Processing Clusters across the country as part of the Pradhan Mantri Matsya Sampada Yojana (PMMSY) to strengthen the fisheries and aquaculture sector.

These clusters are set up in different states and union territories and will cover various types of fisheries production, ranging from coldwater fisheries in Jammu & Kashmir to tuna processing in the Andaman & Nicobar Islands.

The PMMSY scheme aims to bring about the Blue Revolution through the sustainable and responsible development of India’s fisheries and aquaculture sector. It will be implemented by the Department of Fisheries, MoFAH&D, in all the states and Union Territories.

The notified clusters include:

  • Coldwater Fisheries Cluster in Anantnag, Jammu & Kashmir
  • Saline Water Aquaculture Cluster in Sirsa, Haryana
  • Reservoir Fisheries Cluster in Bhopal, Madhya Pradesh
  • Tilapia Cluster in Raipur, Chhattisgarh
  • Wetland Fisheries Cluster in Siwan, Bihar
  • Pangasius Cluster in Siddharthnagar, Uttar Pradesh
  • Scampi Cluster in Balasore, Odisha
  • Brackish Water Aquaculture Cluster in Bhimavaram, Andhra Pradesh
  • Sea Cage Cluster in Uttara Kannada, Karnataka
  • Murrel Cluster in Mancherial, Telangana
  • Pearl Spot Cluster in Kollam, Kerala
  • Fishing Harbour Cluster in Gir Somnath, Gujarat
  • Pearl Culture Cluster in Hazaribagh, Jharkhand
  • Ornamental Fisheries Cluster in Madurai, Tamil Nadu
  • Seaweed Cluster in the Union Territory of Lakshadweep
  • Tuna Cluster in the Andaman & Nicobar Islands
  • Organic Cluster in Soreng, Sikkim.

The National Fisheries Development Board (NFDB) will support the individual fishers, Self Help Groups (SHGs), Joint Liability Groups (JLGs), Fish Farmer Producer Organisations (FFPOs), fish farmers, processors, transporters, vendors, cooperatives, and fisheries start-ups to ensure a holistic development and efficient management of the value chain.

Additionally, the National Bank for Agriculture and Rural Development (NABARD) will provide training to SHGs, JLGs, fisheries cooperatives, and FFPOs, which will help them build skills in technology, financial management, and running their businesses effectively.

There will be a collaboration with the Ministry of Food Processing Industries, the Ministry of Micro, Small, and Medium Enterprises (MSME), the Department of Financial Services, and the Department of Rural Development to enhance export potential in these designated production and processing clusters.

Furthermore, synergies with relevant schemes and programs will be explored to maximize impact and promote sustainable development.
