 Eligibility and Application Guidelines

Eligibility Criteria:

• Registration Requirement: Benefits under this scheme are applicable only to construction workers who are registered with the construction board, effective from their registration date.
• ID Card Validity: The construction worker’s ID card must be renewed every three years from the initial registration date to maintain eligibility.
• Beneficiaries: Assistance is available for:
  • Up to two dependent children of the registered construction worker.
  • The registered construction worker’s wife, provided she is under 30 years of age.
• Recognized Institutions: Educational assistance is applicable only for admissions to schools, colleges, and institutions recognized by the government. This includes students enrolled in the National Institute of Open Schooling.
• External Students: Children of construction workers who are enrolled as external students in government-recognized institutions or colleges are also eligible for assistance.

Application Process:

• Prescribed Format: Applicants must submit their applications in the format specified by the scheme.
• Timeframe: Applications must be submitted within three months of securing admission for each academic year.
• Required Documents: The application must be accompanied by proof of admission to the educational institution. This can be a certificate from the head of the institution or an official admission letter.
• Hostel Accommodation: If the student is residing in a hostel, a certificate signed by the hostel rector/warden or an authorized personnel of the institution is required.

Conditions for Continued Assistance:

• One Repeat Allowed: If a student fails in an academic year or semester, they will still be eligible for assistance if they repeat the same standard or class in the immediately following year or semester.
• Limited to One Repeat: Assistance will only be provided for one repeat attempt in the same standard or class. If the student fails again in the repeated standard or class, they will not be eligible for further assistance for that specific standard or class.

Application Process For the Shikshan Sahay Yojana

• Applications for educational assistance must be submitted within 90 days (3 months) from the start date of the academic session or the date of admission.
• To avail financial assistance, the registered construction worker needs to submit the application in the specified format to the Project Manager of their district, at the Gujarat Housing and Other Construction Workers Welfare Board.
• The application must include the “Principal’s Certificate” from the school, college, or institution where the child or wife is studying, as per the sample form.
• If hostel accommodation is involved, a certificate from the hostel rector, warden, or principal must also be attached.
• The construction worker should submit the completed application, along with the Principal’s Certificate (and hostel certificate if applicable), to the designated officer’s office.
• The Project Manager will verify the application details. For applications requesting over ₹5,000, they will forward it with their recommendation to the higher office within 30 days of receipt.
• Applications for assistance below ₹5,000 will be processed by the Project Manager through a committee established in their district.
• In case of rejection, written reasons will be documented, and the concerned construction worker will be informed.
• Upon approval, the financial assistance will be deposited directly into the construction worker’s bank or post office account. Alternatively, payments up to ₹250 may be made in cash or by cheque to the beneficiary after verifying their identity card, and a receipt will be required for such payments.
